John Hoyt

John HoytNational 2nd Vice President

John Hoyt is the National 2nd Vice President of the National Fraternal Order of Police, which currently represents more than 373,000 members. John was elected to the position in August of 2023 at the 66th National FOP Conference in Las Vegas, Nevada.

Hoyt has lived in the Philadelphia area for more than 30 years. He moved there to attend La Salle University, where he obtained a Bachelor’s Degree in Business Administration. He spent two years in corporate America until joining the Philadelphia Police Department in 1999. He began his career in patrol, serving in the 12th Police District in West Philadelphia. John quickly realized that this was much more than just a job. Over the next 24 years his career would take him all over the city in various assignments. John has worked most of his career in patrol as a Police Officer, Sergeant, and Lieutenant, working both uniform and plain clothes duties. He has worked primarily in proactive anti-crime assignments including the Philadelphia Highway Patrol Unit, the city’s primary anti-violent crime task force. During that time, he received many commendations including the department’s highest, the Medal of Valor. As a Lieutenant, he was in command of the 35th Police District’s bike, narcotics, and tactical officer operations. Between his time as an Officer and Sergeant he also spent time in Special Investigations as a Detective in West Philadelphia where he was responsible for shootings investigations, commercial robberies investigations, and identifying and solving street level robbery patterns. John went to graduate school while working the street and obtained his Master’s Degree in Public Safety Management from Saint Joseph’s University. Continuing his education in 2017, John graduated from the Harvard University Law School Trade Union Program. Currently, John holds the rank of Captain within the Philadelphia Police Department.

John, like most in Law Enforcement, believes in a life of service. In addition to the police department and the FOP, John volunteers his time as a Ski Patroller with the National Ski Patrol. He and his fellow patrollers are responsible for a wide range of tasks, including monitoring the mountain for hazards and dangerous cold weather conditions, responding to medical emergencies, providing first aid and transportation for injured skiers, and conducting avalanche control work.

John has been a member of the FOP since the day he joined the police department. As he became more involved with Philadelphia FOP Lodge #5 over the years, attending as many meetings as possible, he was assigned to multiple committees and volunteered his time any chance he could. That grew into the role he holds today on its executive board. John has been on Lodge 5’s executive board since 2016, where he serves as Recording Secretary and is responsible for all of the duties of that office. Additionally—and most recently—John coordinated and planned the 2022 National FOP Spring Board Meeting held in Philadelphia and hosted a National Urban Cities Policing Committee meeting in Philadelphia in 2023. However, John is most passionate about fundraising for FOP Lodge 5’s Survivor’s Fund. Money raised provides financial assistance and support to the families of Philadelphia police officers who have been catastrophically injured or killed in the line of duty. Whether it’s everyday bills, home repairs, or anything else they’ll ever need, the Survivor’s Fund ensures that our survivors never go without and never walk alone.
